The Failure of the 28-Article Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the crisis triggered by the presentation of a new comprehensive peace framework for ending the war appeared – temporarily – to have been stabilised. A Washington representative spoke of "substantial progress" after diplomatic discussions in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the outgoing year. By day, negotiation efforts are fought: optimistic declarations are delivered from different nations. Considerable effort is devoted on managing specific proposals. By night, the Kremlin forcefully demonstrates the world that, for them, war remains the main instrument for achieving "peace".

Nighttime Reality

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's vulnerability was exposed. Ukraine is able to track projectile deployments from enemy soil, a ability provided through timely intelligence. From witness perspectives, defense planes that had been deployed to engage hostile cruise missiles flew past – advanced fighter aircraft supplied to Ukraine by Western partners.

Moments later, Kyiv's air-defence systems engaged: defensive missiles deployed against a hostile projectile. This was a sophisticated defense system at work, probably delivered by allied countries. Every deployment creates sudden vibrations, rattling buildings. The brief panic quickly transforms into resigned acknowledgment: perhaps the approaching threat won't hit its mark this time, protecting urban areas from catastrophe and further power outages.

Continuous Dangers

Following this, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – probably imported technology. Regrettably, the projectiles didn't strike the enemy aircraft – it maintained course toward its destination.

Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, destruction and utility failures in many homes as a result of the night's assault. As always, everyone still maintained normal activities – enduring hostilities. But those entire period illustrated Ukraine's critical military reliance on external assistance – a dependence that neighboring countries are evidently unprepared to substitute in the short term.

Ineffective Peace Efforts

The 28-point plan from Washington provoked deep reactions, debate and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from Washington follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, manages to fend off. They manage the tension but never actually win the battle. This trend will, no doubt, persist.

Tactical Assessments

It is tempting to accuse particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a assumption well known to international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is impossible to force Russia to abandon the territory that it presently holds in Ukraine's southern or eastern regions.

The issue is that while recognising this factual reality, American administration does nothing to discourage Russia, through diplomacy or military means, from thinking that the current condition will not evolve additionally in its advantage in the months ahead.

Conflicting Perspectives

Therefore, Moscow is confident that the clock favors them – that Ukraine and its partners are nearing depletion. Their reason to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to achieve ceasefire, but they will carry on as long as Russia's leadership remains supremely confident in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing people and territory but averting a entire defensive failure until circumstances change in its favour.

Present Conditions

Realistically, there are no real preconditions for a armistice. Now, personal considerations are entering the equation: personal goals to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to rally Ukrainians around the national cause against any initiative Kyiv finds unacceptable, so that their focus does not move to internal issues. And although their mission will now be much harder after latest incidents, it remains quite doubtful that this will modify their basic position.

These two forces are guiding negotiations.

Summary and Prospects

It took a mere seven days to eliminate the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, recent disclosures, all served their function.

While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to alter the situation, if they maintain solidarity and improve their protective measures at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on ongoing international assistance.
